I am the leader of a Guild - BD - that is an off-shoot of a gaming "clan" that started with TFC but has members playing various games now.
We are sort-of in an Alliance. A while ago (6 months or more) I responded to a posting in these forums from a Guild leader looking to create an Alliance of small guilds wanting mostly just to have more people to play with. It hasn't exactly worked out - there never seems to be any activity in Alliance chat, and only one of the people (other than those in my Guild) ever gets on Ventrilo (which, for me, is almost a must-have.)
I think the general idea of the Alliance was a good one, but it didn't work out in this case - partly because it's hard to advertise to the proper people.

How do you attract ppl to your guild even though it is small? Mine is 20 with 3 to 4 active?
My Guild is almost exactly the same size, except only 2 to 3 active. We only do PvE, (not that we're against PvP) so faction is not an issue. I don't even bother to try to recruit. At this point in GW's life-cycle, I'm not interested in trying to actually "lead" a Guild, and I'm not interested in trying to teach new players and arrange activities (not that I wouldn't, though - but, I'm the leader by default - the original leader(s) left to play WoW)
For me, the social aspect of being in a Guild is the most important thing, so I would want any new recruit to get on Ventrilo and chat while playing first.
At this point, I figure that, when GW2 comes out, either some of BD (clan) will play GW2, or I will join some new GW2 Guild. Until then, I'm in a holding pattern waiting for the next game to come along (whatever it may be).

With 3-4 active kids....
Not everyone playing GW could be called a "kid". The youngest active member of BD is 36 years old. I always chuckle when Blade Radio says "we're not your parents radio" - god, I hope not!

-------------
At any rate, this is all a normal part of the evolution of the game. As people become less active, or leave to play other games, Guilds shrink in size. Many of these shrunken Guilds (such as BD) consist of only a small number of veteran players who have lots of experience and have "done it all". These small Guilds tend to either merge, or be absorbed by larger Guilds.
As I said, I think the idea of an Alliance of small Guilds is a good one (and I'm still interested in it), but it's just difficult to actually contact those small Guilds. Spamming All chat in game will get you no-where - if you're like many veteran players, you have most chat channels turned off anyway. Posting in the recruitment forums is iffy because you need people be both on the particular forums (be they Guru or otherwise) and checking the recruitment forums.

It's not about the size, it's about what you do and what you offer as a guild.
If you have only 4 active members but manage to do daily dungeons with the four of you and added heroes or pick-up members you are doing fine.
Just search for possible members when you are doing the stuff you like doing most.

The best way to find good possible members is to look out in towns when you're getting ready to leave with your guildmates for that person who needs help with a quest and invite them along. Don't spam invites and such, just play and good people will join you. A guild doesn't need a hundred members to be #1, it only needs eight that can kick everybody else's butt.

If you want a serius, non leavers guild with proper guild mates.

- Fix proper web page, forum, aliance forum, ventrilo.
- Dont shout on local cities.
- Dont invite randoms
- Invite only those that are "ok" with playing at your side (that may wary, snice some like noobs and so on).
- Proper leadership, managmanet.
- Have a loooong chat and invite him in few days, not today.

But i think the second option is hard for a lot of players in gw .
The guild I'm in is fairly new(like 4months) and is alliance leader. The leader pretty much does everything in your number one option cept giving stuff. 6 officers, 80+ members and growing!

Tell you what then, let me prove the fallacies in your recruitment methods. I'll disband my guild, we'll all take your door prizes, and leave a day later. What could you do? It's all legal by ANet's rules.

Its hard to get members though. When after 20 minutes they leave the guild. I mean common if you really are going to leave after 20 minutes don't join. Most of my guilds (friends to) we get like 12 people in a few hours. Then 3/4's leave and the rest are cool. I need to find away to keep guildies. But when we ta/gvg they leave meaning they want active talking but were busy. It gets annoying.
